省糧食發展集團召開組織人事工作會議

為進一步深入推進遼寧省(sheng)糧食發展集團組(zu)織(zhi)(zhi)人(ren)事工(gong)作(zuo)(zuo),8月16日,省(sheng)糧食發展集團召開組(zu)織(zhi)(zhi)人(ren)事工(gong)作(zuo)(zuo)會(hui)(hui)議(yi)。集團直屬各單(dan)位(wei)主管組(zu)織(zhi)(zhi)人(ren)事工(gong)作(zuo)(zuo)的領導、組(zu)織(zhi)(zhi)人(ren)事工(gong)作(zuo)(zuo)負(fu)責人(ren)參加了會(hui)(hui)議(yi)。省(sheng)糧食發展集團黨委副書記、董事于(yu)明同志出(chu)席(xi)會(hui)(hui)議(yi)并作(zuo)(zuo)了重(zhong)要講話。

 

 

會(hui)議明確了(le)集(ji)團(tuan)下半(ban)年組織人(ren)(ren)事(shi)工(gong)(gong)作(zuo)(zuo)以(yi)圍繞(rao)國有企(qi)業三項制(zhi)度改革開(kai)展工(gong)(gong)作(zuo)(zuo)為重(zhong)(zhong)心,部署(shu)了(le)關于(yu)(yu)擬(ni)出(chu)(chu)臺集(ji)團(tuan)績效考核辦法、打造集(ji)團(tuan)員(yuan)(yuan)工(gong)(gong)信息管(guan)理系統、構建員(yuan)(yuan)工(gong)(gong)職級晉(jin)升體(ti)系和員(yuan)(yuan)工(gong)(gong)薪酬體(ti)系、制(zhi)定招(zhao)聘(pin)管(guan)理辦法和關鍵崗位人(ren)(ren)員(yuan)(yuan)交(jiao)(jiao)流(liu)任(ren)職制(zhi)度等(deng)六項下半(ban)年組織人(ren)(ren)事(shi)方面的(de)主要工(gong)(gong)作(zuo)(zuo)。安排了(le)赴遼糧股份公司調研工(gong)(gong)作(zuo)(zuo)、出(chu)(chu)國證件集(ji)中(zhong)管(guan)理工(gong)(gong)作(zuo)(zuo)、員(yuan)(yuan)工(gong)(gong)數量及(ji)基本情況統計和人(ren)(ren)事(shi)檔案(an)規范化(hua)管(guan)理工(gong)(gong)作(zuo)(zuo)等(deng)四項近期需(xu)要完成的(de)重(zhong)(zhong)點(dian)工(gong)(gong)作(zuo)(zuo)。明確了(le)關于(yu)(yu)工(gong)(gong)資總(zong)額、人(ren)(ren)員(yuan)(yuan)編制(zhi)、招(zhao)聘(pin)員(yuan)(yuan)工(gong)(gong)、干部管(guan)理權(quan)限(xian)、中(zhong)層以(yi)上領(ling)導干部職務選拔任(ren)用(yong)、關鍵崗位交(jiao)(jiao)流(liu)使用(yong)和直屬企(qi)業定位七項原則性(xing)問題(ti)。會(hui)上,各單(dan)位還就上半(ban)年的(de)組織人(ren)(ren)事(shi)工(gong)(gong)作(zuo)(zuo)進行(xing)了(le)匯報和交(jiao)(jiao)流(liu)。于(yu)(yu)明同(tong)志(zhi)總(zong)結(jie)了(le)此次組織人(ren)(ren)事(shi)工(gong)(gong)作(zuo)(zuo)會(hui)議,并(bing)對下一步(bu)組織人(ren)(ren)事(shi)工(gong)(gong)作(zuo)(zuo)的(de)開(kai)展提出(chu)(chu)希望和要求(qiu)。

于(yu)(yu)明同志在講話中強調(diao),在今后的組織人(ren)(ren)事工(gong)作中,集團全(quan)體(ti)要(yao)統一(yi)思想、步調(diao)一(yi)致、提(ti)(ti)高(gao)執行力(li)。要(yao)建(jian)立和完善規(gui)章(zhang)制度(du),為(wei)集團改(gai)(gai)革發展提(ti)(ti)供制度(du)保障(zhang)。其中,于(yu)(yu)明同志重點講到了用工(gong)、人(ren)(ren)事和分配三項制度(du)改(gai)(gai)革。實(shi)現(xian)(xian)員工(gong)能(neng)(neng)進(jin)能(neng)(neng)出,實(shi)施市(shi)場(chang)化選聘;實(shi)現(xian)(xian)(干部)崗位能(neng)(neng)上能(neng)(neng)下(xia),人(ren)(ren)崗相宜;收入(ru)分配中要(yao)實(shi)現(xian)(xian)職工(gong)收入(ru)能(neng)(neng)增(zeng)能(neng)(neng)減(jian),與企(qi)業(ye)效益和人(ren)(ren)員貢(gong)獻掛鉤。要(yao)求集團全(quan)體(ti)人(ren)(ren)員加強政治(zhi)理論、法律法規(gui)及業(ye)務(wu)知識的學習,提(ti)(ti)高(gao)政治(zhi)素質和工(gong)作能(neng)(neng)力(li)。
